FAS USDA:
Russian Exports of Feed and Feed Additives Likely Stopped
The Russian Federation (RF) has notified the Animal and Plant Health Inspection Service that they will discontinue the issuance of import permits for all livestock feed and livestock feed ingredients effective January 1, 2009. This effects commodities exported on the “VETERINARY CERTIFICATE For import of fodder and fodder supplements of animal origin” (located on the IREGS) at http://www.aphis.usda.gov/regulation...t_russia.shtml , as well as non-animal origin livestock feed and feed components.
Russia requested that the US government provide a positive list of facilities and “guarantees that these establishments are under permanent supervision of the U.S. veterinary service and that these establishments will implement all Russian veterinary-sanitary requirements and norms.” This request cannot be met by the agencies required to export plant, animal and other feed ingredient origin products.
At this time, the USDA Foreign Agricultural Service (FAS) is preparing a letter explaining that positive lists of all plants and exporters are not kept and maintained under a single agency, and therefore, the request is unreasonable. However, the US government can sign appropriate health certificates for facilities as they have done in the past.
At this time, this does not apply to dog or cat food or ingredients intended for dog or cat food.

AFIA to Facilitate AAFCO/FDA Feed Ingredient Approval Process Meeting
On January 20th, at 4:00pm in Tucson, AZ at the AAFCO mid-year meeting, AFIA will facilitate an open discussion about the ingredient definition approval process immediately following AAFCO’s Ingredient Definition Committee meeting.
The ability to seek feed ingredient approval is often difficult and confusing to those who have never prepared a submission. FDA’s role is critical to insuring the safety of ingredients, but often, submission packets lack the necessary information for FDA to make an assessment regarding safety, intended use, utility, etc.
This open forum is intended to allow FDA to describe some of the issues with submissions and what the agency is doing to help expedite the process of review. For instance, FDA has implemented a check sheet for new ingredient approval packets upon receipt. Instead of going to the “bottom of the pile” for later review, a brief review is conducted to insure the necessary components are intact before the actual review process begins. If something is apparently missing, FDA will send the packet back immediately notifying the firm as opposed to waiting for the full review at a later time. This can expedite the process, saving firms critical time needed for approval.
Additionally, the open discussion will allow firms the opportunity to ask questions, voice concerns, offer options for improvement, etc.
If you have any questions, or anonymous questions you would like to have answered by FDA, please either call Jarrod Kersey at 703 558 3565 or email him at jkersey@afia.org.
